USA Baseball, in conjunction with Major League Baseball and the Major League Baseball Players Association, picks a committee to select the team. That committee then selects the team.

They base their selections on many criteria, including availability, position played, playing ability, versatility, coachability, attitude and adaptability to team concepts. Pitchers are measured about whether they can make quality starts, and relief pitchers on whether they can pitch on back-to-back days.

The committee will use live scouting, tapes and statistics to make their evaluations of the minor-league players. The committee will hold regular meetings over conference calls and in person to make their determinations. All of the committee meetings are confidential and organized by USA Baseball.

In 2008, former major-league player and executive Bob Watson is the committee chairman. Former player and manager Davey Johnson will be the manager; he is also on the selection committee.
